On 14.04 too and im also having this annoying problem. I have tested ALL the settings and I think I figured out were the bug is. Once you have a window open disable the "toggle scaled mode" option it will make the content of the window appear immediatly. And if you have "remember last view mode for each connection" option checked in the preferences the scale mode will stay off and on subsequent connection you will see the window content right away.
