I would leave wifi enabled on device that doesn't have a user setup.  As soon 
as there is a user setup, part of those steps should be to setup a wifi 
connection and if there is none turn the wifi setting to off.  In a similar 
fashion to wifi detection in desktop ubiquity now just with the added step of 
turning it off if it is not selected or no wifi ap exist.

That seems more logical to me at any rate.

  Indicator network shows wifi disabled on a fresh bootstrapped install
  or on an ota update.

  Enabling the wifi will aloow it to search and connect to a new
  network.

  On reboot wifi is disabled again on manta and flo but not on mako by
  the look of it.
