Just to be clear, we've had discussions about whether or not Wi-Fi should be enabled by default on a bootstrap install.
My opinion on this is that it should *not* be enabled by default as without user intervention, it's not going to automatically connect anyways and thus will just chew up battery. Also, if Wi-Fi is enabled, but not connected to an AP, there's no indication of this on the status bar, so a user will be unaware of this unless they open up the indicator network-menu ( see bug #1287210 ). That said, if Wi-Fi was enabled and an update caused it to become disabled, that's certainly a bug. Finally, I realize having Wi-Fi enabled after a device flash is useful for testing.
