Thank you for all your precious time spent in clarifying this situation.
It really is a bag of worms. Unfortunately.

Does anyone know of a browser that does this better? Maybe what they do
could be applied to this situation?

This is like trying to make everyone happy. Virtually impossible to do.

I had written a bug about changing font sizes affecting the display of
text adversely... resulting in buttons that are only half (or less)
there. Probably the same situation as this one. Sigh...

Bug description:
  Problem shows whatever the version of Epiphany (before and after today's 
upodate
  ie).

  Whatever the website I visit, the background colour is always white, and the
  logo/banner at the top of the page, is not displayed.

  I attached an example, showing Ubuntu bugzilla. No Ubuntu logo at the top, and
  no yellow background.
