  Control center should not depend on indicator-bluetooth

Bug description:
  I have system without bluetooth and whole bluetooth stack was removed
  from my PC for years.

  However, after some latest updates I've found it installed again.

  I believe it's because of unity-control-center since nothing else
  blocks removal of bluez package.

  $ sudo apt-get purge bluez
  Reading package lists... Done
  Building dependency tree       
  Reading state information... Done
  The following packages will be REMOVED:
    bluez* gnome-bluetooth* gnome-user-share* indicator-bluetooth* 
unity-control-center*
