I'm not entirely sure what you mean by desktop environment, but I use a
Lenovo ThinkPad X301 with Ubuntu 13.10 (upgraded from 12.10) installed
using Wubi.

To reproduce the issue:
1. Create a new keyboard shortcut in System Settings.
2. Set a keystroke for the shortcut.
3. Press the corresponding keys.
Nothing will happen.

Title:
  Keyboard shortcuts do not function

Status in “gnome-control-center” package in Ubuntu:
  New

Bug description:
  I have 3 keyboard shortcuts created in the Shortcuts tab under the
  Keyboard pane in System Settings. They do things like Task Manager
  (Ctrl-alt-del). This used to work in Quantal, but now does not work in
  Saucy.
