I'm not entirely sure what you mean by desktop environment, but I use a Lenovo ThinkPad X301 with Ubuntu 13.10 (upgraded from 12.10) installed using Wubi.
To reproduce the issue: 1. Create a new keyboard shortcut in System Settings. 2. Set a keystroke for the shortcut. 3. Press the corresponding keys.
