No way to add custom command as a default browser
Status in “gnome-control-center” package in Ubuntu:

Bug description:
After upgrading to 13.10 from 12.04 the custom command option is gone
from System Settings -> Details -> Default Applications
This is a necessary feature if one is to add IceCat to be a default
browser.
P.S. Sorry i do not know the package name.
