Also affects me on Empathy in Fedora 19. So more general fix should
include accept/deny always/just-once in security settings option in
Empathy itself, rather than gnome/kde.

  I got a notification that "[name] would like permission to see when
  you're online," but there was no clear way to approve or deny that
  request, or possibly no way at all. The messaging icon didn't turn
  blue, and I don't see anything in Empathy's menus.

  I'm running Oneiric with Empathy 3.2.0.1
