Could you please file new bugs for issues 1 and 3 (you should always file a bug for each issue). I have a users panel and I'm not sure what you mean by startup applications.

Yet , options for managing 1. Startup Applicaions 2. Firewall 3. Users and Groups are missing. Startup Applications is already shipped with Ubuntu, it can be added easily. And adding GUI options for Gufw(Firewall) and for editing Users and Group settings shouldnt be more than 15 MB. Adding these options will add a lot more value to an LTS release like 14.04. It will make the OS more complete.
