There have been many new releases of Ubuntu since this bug last had
activity.  Is this still an issue for anyone?

  Ubuntu Hardy / Jaunty system sounds and some other audio files are not

Bug description:
  New Desc: Some files will not play in "Sound Preferences" while the
  same file will play with gnome-sound-recorder.

  Original Desc: After upgrading to Ubuntu Hardy, It is not possible to
  play system sounds and other audio files
