For those on lubuntu 13.04, the issue is still present and the missing
dependencies break the IBus installation altogether.  I had to use
g00gle's suggestion in conjunction with reinstalling ibus:

$ sudo apt-get install libappindicator1 python-appindicator python-gconf 
python-glade2 python-pexpect
$ sudo apt-get install --reinstall ibus

I logged out and in and everything was as expected.
