I noticed that not only booting with the dongle plugged in won't run usb-modeswitch, but booting with the dongle unplugged and then plugging it won't run it either. However, in either case, unplugging and re- plugging the dongle will run usb-modeswitch, and so will executing "sudo udevadm trigger --action=add". So, is the bug in udev, then?
