I can cofirm that the issues with high CPU usage in a lot of programs,
and primarily Xorg, is solved with Ubuntu 14.04. However, it still
occurs in Ubuntu 13.10 and prior, though does not occur in Ubuntu 12.04.
Furthermore, other than simply having a lot of my programs now using
much lower CPU usage, the desktop is more more responsive.

Move a window around, or even simply move the mouse around while top is
running and watch CPU usage instantly rise to 100%.
Extra Information:
It may or may not be relevant but my graphics card is a Radeon HD 7950 and it
is using the latest open source drivers.
