A workaround that really works: - Install ibus-m17n package - Go to System Settings/Keyboard/Layout Settings and add the m17n-layout for your language. In my case (Greek), it was "Ελληνικά (kbd (m17))". Now, shortcuts should work.

Workaround for some system hotkeys and two layouts (english and non- latin): rebind all hotkeys in your local layout. For example instead of ctrl+alt+t use ctrl+alt+τ (greek tau). That hotkey still work with english layout.
