***UPDATE***

I performed a clean install (reformatted HDD) of Lubuntu 13.10. This has
since resolved the issue of the Log Out menu displaying issues on
Suspend/Hibernate and Shutdown/Reboot.

If someone else is willing to also to a clean install from an upgrade
from 13.04 to 13.10 to confirm that this fixes the issue.

Bug description:
  lubuntu-logout used to report "not authorized" for hibernate only.
  Suspend worked normally. Now I get that failure message for suspend,
  too. After briefly seeing the message the screen is locked but
  lubuntu-logout is not closed.
