I booted my system (Ubuntu 9.04) and the bug report popped up when the desktop loaded. I can tell you that, every time I boot, gnome-settings-daemon is not running properly and that none of my settings are in effect; icons are not the ones for the theme I have chosen and none of the keyboard shortcuts work until I run "sudo gnome-settings-daemon" in a terminal.
