  13.04 can't switch workspaces using hotkeys in gnome session fallback

Status in “network-manager-applet” package in Ubuntu:
  Confirmed

Bug description:
  After upgrading to 13.04 (Raring) I can no longer switch workspaces
  using hotkeys (CTRL-ALT LEFT/RIGHT/UP/DOWN) in Gnome session fallback.
  Workspaces can only be switched using the indicator in the bottom
  right hand of the screen.
