For this test I select à or @ and get 0. The à is selected without modifier
keypress. In my defense, I do use @ more often than à ...
In each case, the display changes to qwerty, your diagnostics give ...
$ . kbtest
rules: evdev
model: pc105
layout: fr
variant: latin9
xkb_keymap {
xkb_keycodes { include "evdev+aliases(azerty)" };
xkb_types { include "complete" };
xkb_compat { include "complete" };
xkb_symbols { include "pc+fr(latin9)+inet(evdev)" };
xkb_geometry { include "pc(pc105)" };
};
After maybe 20 or 30 seconds the display does revert to azerty, but
the function does not.
$ setxkbmap fr gives the correct à@ and has since been used to insert
the correct characters above. This fix should do me for a while - it is
much better than cat missing, select, copy and paste!

Title:
FR Keyboard layout not retained
Status in “onboard” package in Ubuntu:
Incomplete
Bug description:
Whenever I shift or AltGr in order to select from that set, the layout
reverts from azerty to qwerty and cannot be restored to azerty until
restarted.
When selecting AT, zero, closing square bracket, o, plus, closing
suare bracket, etc. requiring Shift or AltGr the qwerty equivalent of the
keystroke appears and qwerty layout remains.
This is a FUJITSU SIEMENS AMILO L7310/8650
