I just updated the description to make it more acturate on what really happens 
or not.
Maybe this can help find an idea on what happens. Maybe this is useless as some 
us already understand what happens ?
Maybe this bug will get some love :-)

  Open LibreOffice Writer, go to global menu, click on any menu to open,
  hover over items.
  
  Expected: Orange highlight (from default theme, color not important) on
  mouse hover
  
- Actual: No highlight, except text in mid-grey colour changing a bit.

+ - menu entries that lead to a direct action get an orange square on the left 
side
+ - menu entries that lead to opening another windows just don't change
