Hello, I have a similar issue with a fresh install of raring (13.04). When several users are logged in, shutting down from an account is equivalent to logging off. If at least one user is logged in, shutting down from the log-in screen hangs indefinitely. I cannot shutdown/restart from the gear icon on the top right corner if there are multiple users logged in. It simply logs me out and takes me to the lightdm login screen. I remember that it used to warn that other users are logged in through a dialog box but would allow me to shutdown/restart anyway if I entered my password.
