I have the same problem. I'm running Ubuntu 13.04 64bit and using a
Logitech S 510 Wireless Keyboard & Mouse.

  Mouse settings are missing for wireless mice in Ubuntu 13.04

Status in “gnome-control-center” package in Ubuntu:

Bug description:
  When I have a wireless mouse attached, the mouse settings ("Pointer
  Speed") do not show up in the "Mouse & Touchpad" settings, only those
  for Touchpad. Only when I have a corded mouse attached, the Pointer
  Speed setting shows up. Furthermore, the "Acceleration" setting is
  always completely missing, for both the Touchpad and the Mouse
  setting. I tested this with different mice, corded and cordless. The
  Pointer Speed setting for wireless mice is always missing. I also
  tested this with a Live system and the problem is there as well.
