I have the same problem. I'm running Ubuntu 13.04 64bit and using a Logitech S 510 Wireless Keyboard & Mouse.

Only when I have a corded mouse attached, the Pointer Speed setting shows up. Furthermore, the "Acceleration" setting is always completely missing, for both the Touchpad and the Mouse setting. I tested this with different mice, corded and cordless. The Pointer Speed setting for wireless mice is always missing. I also tested this with a Live system and the problem is there as well.
