In 4.1.23:
- subcategories, and unsubcategorized categories, are sorted by rating by
default
- search results can be sorted by rating if you like
- a "Top Rated" listing is available to see the top-rated items across all
categories.
So I think this is thoroughly fixed. Thanks for the report.

Bug description:
Note: This is a wish-list request and not a bug. I think more sorting
possibilities like being able to sort by rating High/Low would make
Ubuntu Software Center even better and more user friendly. Packages
with good rating also deserves to come higher up in results than
packages with a lower rating.
