13.04 beta2: When moving items in Unity launcher, they get auto-locked

Bug description:
Whenever I move the icons of my open windows in the Unity launcher,
they get automatically locked to the launcher. I have unlocked all
apps. cause I like to see only active apps there.
E.g. I start an unlocked application like evolution at some point and
it gets appended to all open apps at the bottom of the Unity
"launcher" -> drag & drop top the top -> close evolution -> icon still
there.
Reproducible with any application.
