I'm actually using one of the new default wallpapers now, so it should be 
/usr/share/backgrounds.
Unity greater only displays the default wallpaper for 13.04, for whatever 
reason it isn't updating to the one I've chosen.

  Unity-greeter is not using wallpaper for the background.

Bug description:
  When I try logging in, the background for Unity-Greety is stuck on my 
default, and when I log in it quickly changes to the background I have chosen.
  I don't know if this is only a bug affecting me, it's pretty annoying though.
