The tarball was on time for feature freeze, but didn't land on time in Ubuntu because of vUDS. The desktop team would like to request a FFE for the update. Yorba has been rolling updates synchronized with our release cycle for years, and always delivered good quality software, we see no reason to not include the new version of shotwell in raring.
