Yes, because you need TeX to get a working pdfcrop. THe size from the above webpage is only for the script itself, but without a working TeX and Ghostscript nothing goes. Please anyone close this bug. I really don't think they are all necessary just for pdfcrop. So I suggest pdfcrop should not be a part of texlive-extra but an independent package with its own dependencies.
