This bug still exists in 13.04, selecting any of the categories and then ordering by name seems to result in a completely random sequencing of the available applications.
I have included and example screenshot showing what happens if selecting 'Games' -> 'All 590' and the choosing 'By Name' as you can see the first three games are 'xrubik', 'Keen' and 'Warmux' in that order. In addition the ordering is now not even based on the description field as the first words of these descriptions are 'Rubik', 'Game' and 'A'.
