Laptop Battery 0% Issue

Bug description:
1) Release 11.10 (Oneric) Kernel Linux 3.0.0-15-generic GNOME 3.2.1
after clean installing Ubuntu 10.10 under GNOME 3 on a single
partition I have experienced a problem. Battery level stays on 0% at
all times and the machine does not seem to detect wether the lap top
is on charge on using battery power. Battery levels and power plans
seem non existent either.
