I was able to reproduce this issue with gnome-games version
1:3.6.1-0ubuntu3 on Ubuntu Raring.

somebody having it could send the bug to the developers of the software

Title:
  Mahjongg: starting a new game in pause state is also paused but
  disables resume button

  1. pause Mahjongg
  2. click new game button
  3. game is paused but resume button is disabled

  However, clicking into the game area resumes the game.
