cannot change the desktop background

Bug description:
$ lsb_release -rd
Description: Ubuntu Raring Ringtail (development branch)
Release: 13.04
I cannot change the desktop background and his themes.
steps to reproduce:
1. right-click on the desktop
2. select "change desktop background"
3. oops. as we can see that the «system settings» is started.
