Public bug reported:

If the calculator is set to Programming mode and you use the Ctrl
shortcuts to switch between bases, the base in use at program exit is
not saved.

Steps to Reproduce:
1. Set the calculator to Programming Mode.
2. Set the base to Hexadecimal using the drop-down menu.
3. Exit the program.
4. Reopen the program.
5. Notice that it loads into "Hexadecimal" mode.
6. Press Ctrl+D to switch to decimal mode.
7. Exit the program.
8. Reopen the program - notice that the base is still set to Hexadecimal. It 
will remain on hexadecimal between many loads and if you only use Ctrl+B, 
Ctrl+D or Ctrl-H to set the base during the calculator session. The only way to 
get it to open into Decimal again is to open the program, click the drop-down 
select "Decimal", exit, and then reopen the program.
