In comments to bug 1068661 was proposed workaround which works for me. Here is 
what I've done:
1. Switch back to open-source driver.
2. Issued
$ sudo apt-get install linux-header-generic
command
3. Switched to AMD proprietary driver (fglrx-updates)
4. Rebooted.

After reboot Unity works as expected, and application which uses OpenCL
correctly displays both CPU and GPU devices.

  Expects: after login window decorations are visible
  What happens instead: neither window decorations nor dash are visible

  After installing proprietary AMD video drivers unity does not work
  properly. After login neither dash no window decorations are
  displayed. Window content itself is displayed. With open-source
  drivers everything works well. But open-source drivers doesn't allow
  AMD APP SDK to use GPU as an OpenCL device, so they cannot be used as
  a replacement for proprietary drivers for OpenCL-related tasks.

  I think that this bug is the same as

  . Bug 1068661 describes this problem as a problem with hybrid
  (integrated and discrete) graphics. But my configuration does not have
  integrated card. So I decided to make a separate report.
