Bug description:
After upgrade to Ubuntu 12.04 Precise global shortcuts began to depend
on current layout, which is not how it's supposed to be.
Say, I assign the global shortcut Ctrl+Alt+Shift+D to run an
application. But if I have Russian layout selected in the current
application, the system translates it into Ctrl+Alt+Shift+"Cyrillic
ve" and ignores it. The same goes for assigning shortcuts in GNOME
Control Center, the shortcut is read in the current layout.
*Global* shortcuts should not depend on current keyboard layout in the
application.
