I have some additional information that may help.

The list of pinned sites resets every time I restart firefox. When sites
are pinned, the thumbtack on the top left corner turns blue. After
restarting firefox, the list of sites is in some random order (probably
ordered by # of times visited) and none of those thumbtacks are blue. If
I move the site's icon back to where it used to be, the thumbtack turns
blue again (i.e., it is pinned).

Previously, my first row consisted of 3 sites: Google, Youtube, 4chan.
In this screenshot, I have moved the Youtube icon back to position #2,
and it has been pinned automatically. If I move it to any other spot, it
