I'd mark this as FIx Released.
Since I haven't reproduced similar problem in newer version of ibus-table found 
in 12.04.
If you are still using 11.04 which is about to EOL and don't want to upgrade.
You go to ibus-user and ask for a Ad Hoc solution.

  iBus does not saves my settings regarding the toolbar

Status in “ibus-table” package in Ubuntu:

Bug description:
  Many input methods have a toolbar to select some options (like
  simpl/trad chinese). In the iBus frontend for Gnome, one can select
  between 3 ways to display this toolbar: always / when active / never.
  But randomly the toolbar just vanishes, even if the setting is set to
  »always«. I can make the bar to appear again by opening the config and
  switching the config forth and back. This is very annoying for me,
  since the IME that I am using selects simplified chinese by default
  while I want to use traditional chinese. (cangjie 5)
