This bug affects me on about half of bootups, and it is not a duplicate of 779754. My nm-applet is perfectly clickable, it just does NOT show the VPN menu sometimes. Restarting is not a workaround- once I'm logged in, restarts display lots of error messages and fail to display on the status bar.
