Sorry, libbluetooth8 gets added automatically by the package build
scripts; it's not something that can be removed without reworking the
package quite a lot. If you have issues with how this gets done in
packaging, please bring them up with Debian (see
https://wiki.ubuntu.com/Debian/Bugs).

Status in “network-manager-applet” package in Ubuntu:
  Won't Fix

Bug description:
  i don't have a bluetooth device in this computer, and would like to
  not be forced to install this extra unnecessary package.  please
  remove the dependency, or since now by default, recommended software
  is automatically installed, change the dependency to recommended
  instead.
