Software-center does not display, however app is open and running

Bug description:
I am able to close and open the Software Center app. The window does not
appear until I activate the workspace switcher which the window appears in two
workspaces as a completely blacked out window for the Software Center App. Is
this graphic degradation or just a bug; do I have a bug.
I am currently using release 11.10.
I also am unable to change my User accounts is this normal?
