Bug description:
Binary package hint: unity
For seemingly no reason, the unity launcher bar will unhide, bringing
in the top panel too, on top of fullscreen applications (xine in this
case) when interacting with certain elements of the application, but
the behavior seems non-obvious, since opening the navigation tool
seems to suppress the unhiding. the dock area should just simply not
unhide on top of a fullscreen application.
