nm-applet: network selection menu scrolls very very slowly

Bug description:
When the list of networks found by nm-applet fills up the screen and
requires a vertical scroll, scrolling happens only extremely slowly,
approximately one-half or one-third of an entry per second. This
means that it can take an extremely long time to scroll down.
It looks to me like the frequency of the scroll is tied to the
animation of the progress bar which is used as a signal strength
indicator. (the animation jumps one frame at the same time as the
scrolling happens).
Presumably the fix would be: don't use an animated progress bar, or
don't tie the scrolling to the animation of the many, many progress
bars
