Thanks a lot for reporting this, however a papercut should be an issue
that potentially affects the majority of Ubuntu desktop users, and
localisation issues only affect the users in that particular locale.

software-center after the installation the UI is localized but the
descriptions are English (until the first package cache update)
The package cache should be updated at the end of the installation or
at first boot.
