Matt,

You should be able to change which is the primary monitor (and hence the
launcher placement) by dragging the black launcher bar between the
monitors in the Displays dialog. Or if that doesn't work, you can edit
the setting directly in ~/.config/monitors.xml (which then requires you
to log in again).

  Cannot show launcher on only the secondary monitor

Bug description:
  When two monitors of the same model are used the launcher can only be
  placed in the primary monitor or both, but not the secondary monitor.
  The launcher placement drop down menu in Displays lists both monitors
  but selecting either one results in the primary monitor showing the
  launcher and the secondary one only visible if 'All Displays' is
  selected.

  A solution I have found, is to disable the primary monitor within
  'Displays', set the launcher to show on the remaining monitor and then
  re-enable the primary monitor. This causes the launcher to show only
  on the secondary monitor.
