Bug description:
The user manager in Precise fails on user modification try.
How to replicate:
1. Add a user wthout a password using unity's 'User Account' program
2. Change the users password on a console using 'passwd'
...Here comes the first bug:
3. Try to log in with tat user and password -> Can not log in.
4. Try to modify user with unity's 'User Account' program
