  Maximized window don't get title bar menu in Unity

Bug description:
  When a window is not maximized, the menu that was once available from
  the isolated icon in the title bar (at the opposite side as the
  minimize/maximize/close buttons) is now available by right-clicking on
  the title bar itself.

  This menu contains several workspace-related commands that are now
  available nowhere else.

  The problem is that this menu is not available to any maximized
  window, when the title-bar disappears and the application menu is held
  by the top-screen bar.

  Right-clicking on any blank space in this menu bar does not bring out
  anything, so that the original menu containing workspace-related
  commands is not available.

  This way, it's not possible, for example to move a maximized window to
  another workspace.
