So, after our discussion on IRC, I downloaded the source and built a package with debug symbols. In gdb, I found it hung here:
2319 ret = gnome_keyring_find_itemsv_sync (GNOME_KEYRING_ITEM_GENERIC_SECRET, (in gconf-upgrade.c) and never returns. I killed gnome-keyring-daemon and then rerun nm-applet.
