Sorry, this is not a bug in Ubuntu, but a design issue with the web site
www.ubuntu.com. The web site is not designed for screens narrower than
about 978 pixels as far as I can tell. So horizontal scroll bars are
correct. I checked it today.

Bug description:
  1) Ubuntu 12.04 LTS Betan 1 (nightly build)

  2) unity:  Installiert: 5.8.0-0ubuntu2
  compiz:  Installiert: 1:0.9.7.2-0ubuntu4

  3) Unity should report the size of a maximized window to a program,
  that uses this screenarea, like Firefox.

  4) Unity/Compiz doesn't subtract the size off the launcher, like you can see 
on the screenshots. Without the launcher, programs like Firefox are working 
correctly, but with the launcher attached fixed at the side, the place launcher 
uses, isn't subtracted from the size - and so the programs calculate the view 
port wrongly - and show up a horizontal slider, so that you can reach the part 
of the window to the right, that is not viewable / accessable.
  That is very ugly, when just there is some element, the use the homepage. 
Most anoying on interactive, flash using sides.
  That behaviour is also seen on other programs then firefox.

  Temporary workaround: 
  automatically hide the launcher, but might be a no go for the personal Unity 
workflow.
