Bug description:
  software-center-gtk3 trunk r2217, Ubuntu Ocelot

  1. Launch Update Manager and Ubuntu Software Center.
  2. In Update Manager, click "Settings".
  3. In USC, install or remove something.
  4. Close Software Sources.
  5. From USC, choose "Edit" > "Software Sources".
  6. In USC, install or remove something.

  What happens:
  3. The software can be installed or removed.
  6. The contents of the USC window can't be interacted with at all.

  What should happen:
  6. The software can be installed or removed.

In other words, since Software Sources can be messed around with
independently of USC, there's not much point in opening it modal to
  USC.
