Title:
  The last application pinned to the launcher does not retain its order

Bug description:
  Maybe this is a feature, but I find it somehow strange. The last
  application launcher (the one before the workspace switcher) does not
  keep its position like the other launchers, it places newly opened
  applications *before* its own position. By default, this launcher is
  gnome-control-center, but if its launcher is removed, the last
  launcher will inherit the behavior.

  To reproduce:
  Clean all the apps already pinned to the launcher, including gnome control 
center
  Pin five different aplications to the launcher.
  Open a few aplications that were not pinned to the launcher (ex: opening from 
the dash)

  What happens:
  the 5th application does not keep its original position going to 6th, 7th, 
etc. This does not happen to applications placed between 1st and 4th position. 
This did not happen on ubuntu 11.04.

  My system:
  unity 4.22.0-0ubuntu3
  ubuntu 11.10
