Bug description:
This is really more of a papercut than a bug, but I still think it
represents a usability issue, especially for new users.
Steps to reproduce:
Open any application (non-maximized). Look at the title bar and/or
application window. There is no application menu bar (File, Edit,
etc.) displayed anywhere in the application window, and only the
application title is visible in the top bar. The user does not
necessarily know that mousing over the top bar will cause the menu bar
to appear, and as the top bar is somewhat empty anyway, it seems like
there would be plenty of space to have the menu bar always displayed,
and no good reason not to. (i.e. like on OSX). This link also shows
