Hi all. I've just reported the same bug in Mageia Linux Cauldron. It tripped me this morning after I restarted KDE:

The login manager is gdm, but most of the time I then start from that a KDE plasma session. Occasionally the KDE session isn't started properly and I find that the 'metacity' window manager is running (but with most of the KDE processes).
